According to the conception of Mintrans, Koltsovo will become one of the international hubs.


Mintrans and Rusaviation worked out the conception of airport system developement up to the year of 2020. This system will include 121 aerodromes, every of which, according to the officials "is essential for preservation of continuity of transport structure, military and economic security of Russia". Such airports cannot be closed on any conditions regardless of pecuniary and other implements. The list includes 12 international central airports, 22 central airports within Russia, 15 airports necessary for connection of networks, 8 socially-significant airports and 64 reserve airports. It would be wise to mention that the list of the first 12 strategically-important airports, that were named as international hubs by Mintran, was worked out according to the part of these airports in general passenger turnover in Russia (no less than 1%) and according to the traffic in regular international air-lines (no less than 80 thousand people a year). Among them are Domodedovo, Sheremetievo, Vnykovo (Moscow), Pulkovo (Peterburg), Koltsovo (Ekaterinburg), Tolmachovo (Novosibirsk), Kyrymoch (Samara), Pashkovsky (Krasnodar), Emelyanovo (Krasnoyarsk), Knevichi (Vladivostok) and the airports of Irkytsk and Habarovsk as well. The availability of a base airline is assumed in every of these airports. Experts are very positive about estimating this point of the programme of airport development as before the programme of creating hubs didn't take into consideration the interests of the local airlines.
